The Former President's Progressive Alarm Overlooks The Continent's True Threat: Technological Stagnation.

The recent US national security strategy presents a misguided assessment of the European Union. It claims that unrestrained immigration and what it terms "progressive" agendas pose an existential threat to the continent's identity. However, this perspective rests on a fundamental misinterpretation of the reality. The true danger facing the EU is not societal but technological and economic lag.

A Glaring Growth Gap Between the US and Europe

Statistics reveal a stark picture. Between 2008 and 2023, US GDP grew by 87%, compared to a paltry thirteen and a half percent increase for the European Union. Over this time, European income per person dropped from over three-quarters to just 50% of the American figure. Strikingly, even Mississippi now boasts a higher per capita income than several leading EU nations like France and Italy.

Currently, about half of the global 50 largest tech companies are American, while a mere four are European.

The Technological Shortfall: The Core Question

This widening disparity is driven by superior efficiency gains in the United States, largely due to technological innovation and better use of resources. The landscape of world technology dominance is decidedly US-centric. In the last five decades, 241 US firms have grown into companies valued at over $10bn, compared with only fourteen in the European continent.

This gap raises a pressing question: In the race for future industries like semiconductors, AI, and fusion energy, what is the EU stand? Most analysts agree it is largely a contest between two between the US and China, with Europe starting at a clear disadvantage.

Root Causes of Europe's Innovation Gap

Several key reasons account for this innovation chasm.

  • Venture Capital: The United States has a much more robust and agile network for financing new ventures. Europe has yet to establish a true capital markets union, a factor that caps the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hinder European business. A American entrepreneur can introduce a service under a single set of laws to access a market of over 330 million. The EU, despite a larger population, is divided among 27 different national systems, creating huge market obstacles.
  • Mindset Differences: Views on entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was once met with penalties, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in military capabilities has weakened its ability in breakthrough innovation.

The Road Ahead: Grounds for Cautious Optimism

In spite of these challenges, there are causes for hope. Policymakers are increasingly aware of the severe threat and have started to propose serious reform. Key reports on EU competitiveness and the internal market point to the necessity of major reforms.

With the right incentives and rule changes, these assets could support far greater levels of commercial innovation.

The continent retains considerable strengths: high-quality workforce, excellent education systems, and premier labs. Coupled with a large internal market and substantial household savings, these foundations could trigger a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in developing cutting-edge technologies, it can still dramatically boost productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now faces a decisive crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, the continent's technological decline has been steady. However, if it fails to take decisive action to address its structural weaknesses, today's gradual weakening could give way to a rapid and permanent decline in world influence.
