The pace bowler has claimed 309 wickets in 71 five-day games with an stellar bowling average.
The Australian selection chief Bailey has stated that pace spearhead Cummins will play a "major part" in the forthcoming historic rivalry.
Speculation had been growing that the veteran bowler might be unavailable due to a persistent back stress problem that had not yet healed.
Earlier indications from the Australian camp suggested no official announcement had been made regarding Cummins' participation, with the Test matches scheduled to begin on November 21 in the WACA.
The selector shared that Cummins is "building up" and was "optimistic" about the prospects of taking part.
"We're aware that the window is narrowing and multiple considerations at play, not only his injury, but additional elements," he commented.
"We're encouraged. We firmly believe that he will feature a major part. With luck from the opening match. If not, we'll reassess."
Injury History
He was sidelined the white-ball matches against India and New Zealand recently after medical tests showed a lumbar bone stress.
Previous incidents include of spinal problems, with recurrences in several earlier campaigns forcing him out of multiple domestic campaigns in a limited period.
Cummins stated he would be ""aggressive" and "take risks" in his comeback strategy to make the squad for the series.
He mentioned that he did not know if the captain had resumed bowling as part of his comeback but admitted it was "pressing" for him to be fit for the initial match.
Contingency Plans
Should Cummins not be fit, former captain Steve Smith will take over the captaincy.
All-rounder Cameron Green was recently pulled out from Australia's squad for their one-day international series against India as a preventive step because of an abdominal issue.
Bailey described it as a "minor" injury and mentioned that Green will play in the domestic first-class competition, so will be "in a good place to resume bowling."
"We put so much time has gone into creating the schedule for him to take part for the opening match as an batting and bowling option," he elaborated.
"His involvement was limited to the initial matches regardless. His aggressive style the bat in limited-overs, if it causes any delay for 24 more hours, we opted to adopt a safer strategy."
