Europe felt a moment of respite on Monday, as the crisis caused by the introduction of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Pattern of Negotiation and Warfare
The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: positive announcements are delivered from different nations. Significant resources is devoted on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "peace".
After-Dark Attacks
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity enabled by up-to-date information. From observation points, defense planes that had been deployed to counter approaching guided weapons streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.
Moments later, Kyiv's missile defense engaged: defensive missiles targeted at a hostile projectile. This was a sophisticated defense system at work, probably delivered by Western nations. Every launch shakes the surroundings, shaking the windows. The brief panic quickly becomes grim resignation: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from devastation and additional electricity failures.
Persistent Threats
Not long after, a large-caliber weapon engaged a unmanned aircraft close by, part of a mobile-fire group – almost certainly Western-made equipment. Unfortunately, the shots failed to hit the opposing UAV – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv faced the morning news: seven people killed, destruction and infrastructure problems in multiple buildings as a result of the evening attack. As customarily, everyone still went about their day – living the war. But those full day illustrated Ukraine's essential dependence on international aid – a need that regional partners are evidently unprepared to fill in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership provoked deep reactions, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new proposal from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, continue.
Tactical Assessments
It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington works based on a premise understood by experienced diplomats: you cannot win at the negotiating table what you have failed to defend militarily. The US administration assumes that it is unfeasible to compel Moscow to surrender the territory that it presently holds in Ukraine's southern or eastern regions.
The issue is that while recognising this factual reality, American administration does minimal to deter Moscow, through statements or actions, from believing that the status quo will not change more in its advantage in the coming year.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding lives and land but averting a total frontline collapse until situations evolve in its benefit.
Existing Situation
Factually, there are no real preconditions for a armistice. Now, personal considerations are coming into play: political desires to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their priority does not shift toward domestic problems. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a just a single week to eliminate the 28 points of the current initiative. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.
While new initiatives based on established approaches are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, largely rely on ongoing international assistance.
